ACTION NEEDED! Submit Your Tribe’s Letter to VOTE NO On Cloture for Senate Bill 5653
This Monday, November 9th, 2026, the Senate is scheduled to hold a Cloture Vote on Senate Bill 5653, which will amend the National Historic Preservation Act and negatively impact Tribal consultation and negatively affect Tribal cultural and historic places. The so-called “Bipartisan American Affordability and Jobs Act of 2026” (BAAJA) upends the Section 106 historical review process and will take apart and reduce Tribal Nations’ seat at the table when federal agencies are making decisions on sacred places, burial areas, cultural landscapes, and other Tribal historic properties and concerns.
WE NEED YOUR TRIBE TO URGE SENATE DEMOCRATS AND YOUR STATE SENATORS TO VOTE NO! ON CLOTURE.
Attached is a Model Letter for your Tribe to submit to Senator Chuck Schumer (D-NY) and Congressman Hakeem Jeffries (D-NY), encouraging them to have their Democratic Senate colleagues VOTE NO on Cloture. In addition, please CC your own State Senators.
Thank you for your immediate attention to this matter. The Cloture vote is less than a week away, on a Monday late afternoon timeframe. If you have any questions or need more information, please contact Danielle Her Many Horses at dhermanyhorses@indiangaming.org.
